Quellion is known as the Citizen, the man in charge of Urteau . Ruin had a Hemalurgic spike placed in him at an unknown time, and used him to destroy the government and economy of Urteau. Quellion was eventually overthrown by Spook, who found removed his spike and Quellion's, thus ending Ruin's power over Urteau.
